Human Resources Specialist (Classification)

This position is located in the Mid-Atlantic Healthcare Network (VISN 6) in the Consolidated Classification Unit (CCU) in Salisbury, NC and performs the duties and responsibilities of Position Classification within a consolidated Human Resources (HR) classification environment.
The incumbent holds classification and position management responsibility for more than one medical center (MC), providing advice, support and technical assistance to managers, supervisors and employees at assigned facilitiesNOTE:

At the full performance level, the incumbent is responsible for establishing, implementing and maintaining the position classification and position management programs at assigned facilities, regularly addressing complex and unique classification and position management issues and shifting priorities.
He/She maintains a continuing awareness in all matters concerning the mission, function, programs, organization, management and trends of assigned organizations to determine possible effects on classification and position management.
Incumbent conducts classification and position management assessments in a changing environment.
Serves as a resource and technical advisor to top management in classification and position management matters, proposing solutions to resolve controversial, complex and very difficult classification problems; and provides authoritative technical assistance and solutions to classification problems referred by specialist at other medical centers or to requests for explanations or clarifications of decisions by line operating officials, employees groups or employee representatives; applies appropriate Human Resources Management principles to resolve management problems.
Provides advice and assistance for situations requiring extensive analysis in which the nature and scope of the classification issues are complex, requiring careful study in search of innovative solutions to problems in consideration of the total personnel management needs of complex, integrated and unusually aligned organizations.
He/She provides a full range of complex services requiring intense research and analysis, such as preparing VISN responses regarding tentative drafts of new/difficult Office of Personnel (OPM) standards and guides, and facility responses to formal complaints and inquiries.
Conducts internal classification reviews and consistency reviews; prepares local instructions for implementation of the facility classification and personnel management program; completes analysis and documentation of appeals; reconciles conflicting technical viewpoints by recourse to underlying principles; and confers with other HR specialist on cases where changes in classification might create problems/issues such as qualifications, grievances, downgrades, etc.
Reviews and classifies position descriptions, writes reports of findings, conducts desk audits, and prepares evaluations as required for internal activity or in response to external requirements; prepares position descriptions occasionally; prepares responses to external program review findings, such as OPM or Veterans Affairs Central Office (VACO) audits; locates, interprets, analyzes and applies classification standards and guides; evaluate positions which have no directly applicable standards through cross-series comparison with related series and often by analogy with standards in other occupational groups.
Acts as a member and consultant to reorganization teams and taskforces, and works on special projects, as assigned.
May develop, modify and conduct the presentation of basic and refresher training in classification policies and procedures, developing training outlines and/or conducting classification and position management briefings for employees, supervisory and managerial personnel as required.

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
