Supervisory Inventory Management Specialist

The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Salisbury VA Medical Center; Logistics Service, Office of the Chief, Salisbury NC.
The primary duties of the position involve analytical work in managing, regulating, coordinating, or otherwise exercising control over supplies, equipment, or other material.
The work includes one or more phases of material management including initial planning, provisioning, and requirements determination, acquisition and distribution, accountability, and ultimate issue for consumption, retention, or disposal.
The work requires knowledge of acquisition process, automated records and control systems, material substitution criteria, and storage, issue and disposal processes.
Duties:
1.
Responsible for Micro-purchases, Equipment Management, Inventory Control, Storage Operations and Stock Distribution Operations.
2.
Responsible for Inventory Management which includes all Medical/Surgical (OR, Clinics, Wards), Environmental Management Services, Facilities, Imaging, Dental and Lab supplies are distributed to proper receiving points.
3.
Responsible for the distribution of all incoming and outgoing mail as well as for the reproduction operation.
4.
Directs guides and implements inventory management techniques for effective inventory control.
5.
Establishes and directs the control of nonexpendable inventories.
6.
Operates a network system for the notification, removal from use and reporting through proper channels of all internal/external hazards.
7.
Solicits assistance from or responds to, inquiries from outside regulatory agencies such as Food and Drug Administration (FDA), Association for the Advancement of Medical Instrumentation (AAMI), Joint Commission for the Accreditation of Healthcare Organizations (JCAHO), and the Environmental Protection Agency (EPA).
8.
Assists with forecasting, planning, submitting and managing annual budgets totaling more than five million dollars for fund control points within the equipment management section of Logistics Service.
9.
Maintains responsibility for determining resource allocations to support clinical programs based upon demand, availability and known clinical acceptance, ensuring compliance with the national standardization mandate.
10.
Responsible for oversight of the acquisition process performed by subordinate staff at the micro-purchase level not to exceed $3,000 for a single purchase and not to exceed the limits of the purchase card which could be at least $500,000 per month for one cardholder.
11.
Assures compliance with all applicable FAR and VAAR regulations, Purchase Card Directives, and Handbooks.
12.
Assures compliance with VA Handbook 7128 on proper storage and handling parameters of all supplies and equipment received into the warehouse stock areas.
13.
Assures timely receiving of stock in an effort to avoid out of stock situations.
14.
Responsible for the validity of equipment records under assigned EIL.
15.
Creates and maintains a complete and accurate system for the accountability of all government equipment assets to assigned EIL.
16.
Responsible for the proper usage of postage meters and print/reproduction room products.
17.
Ensures that all mail is dispatched on time each day to all areas supported.
18.
Manages the disposal of expendable or nonexpendable property with no value through salvage or recycling.
Will also, manage the sale of excess property through GSAXCESS, UNICOR and local means.
19.
Uses the bar code scanner to track equipment and supplies.
20.
Uses RTLS technology to locate and track moving equipment throughout the medical center.
21.
Performs other related duties, as assign.
