Program Specialist

Performs statistical data management to include analyzing. Performs research, computing, and provide statistical data, reports and special studies of Education and Workforce Development Service training programs. Collects data, establishing report format or complies with directed report formats, performs calculations, and presents data in final form for submission to the Chief Education. Identifies problems in scheduling, funding and quota allocation and recommends alternative courses of action to ensure efficiency, economy and balance in the operation of Education and Workforce Development Services. Performs analysis of statistical material and data generated from Education and Workforce Development Service training programs and prepares a variety of reports and correspondence. Serves as TMS Coordinator for SVAMC. Provides advice and guidance to managers and supervisors on development of individualized learning plans for staff. Develops statistical analyses, including tracking and trending, of data from TMSLMS; reports finding, including recommendations for improvement or corrective action, to management. Serves as principal Domain Manager and TEMPO electronic education point of contact for SVAMC. Interprets and applies VA and OAA regulations and procedures concerning TMS training matters. Monitors and analyzes reports, prepares associated correspondence, notifies systems to monitor, review and analyze data. Serves as Program Specialist for Distance Learning as it relates to Computer Based Training/Web Based Training (CBT/WBT). Coordinates with other key organizational personnel in the collection and organization of data. Collects, analyzes and consolidates data to determine educational requirements. Prepares reports in final format for Chief Education review and signature. Attends Education Service meetings and handles all follow-on actions with regard to TMS and the LMS/TEMPO Education Programs emerging from the meetings. Performs other duties as assigned based on Medical Center, VISN and National priorities. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
coordinating and tracking data, prepares a variety of reports, generate data, and correspondence, experience utilizing different computer software to gather, review, input, update, access, organize, process, and maintain information, keep management updated on surveys and internal audits. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Program Specialist position to meet the experience requirements for the GS-09 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. This work is performed in an office setting requiring only ordinary physical exertion such as occasional walking between work areas. Work Environment:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
